Mr. Morgan challenged his commitment as a sexually violent predator under RCW 71.09. At issue in this case was whether, in a proceeding to commit a detainee as a sexually violent predator, an in-chambers conference on the involuntary medication of the defendant violates the right to an open trial under Article I, Section 10 of the Washington Constitution.
